Madhya Pradesh Police has intensified efforts to find and bring back Sameer Agarwal, who is being identified as the mastermind behind an investment and chit fund fraud case involving an estimated ₹11,000 crore and operations across 17 states by the investigating agencies.

A legal route is being pursued to bring him back from abroad to the country, police will pursue him in the ongoing investigation of the alleged financial network.
According to the information provided by investigating agencies, there is a ₹50,000 reward for information that could lead to Agarwal’s arrest. A lookout notice has also been issued. Investigations are into the activities of the Saga Group and how money was allegedly collected from investors and moved through various companies and accounts.
The case has attracted attention because of the size of the alleged financial network. The investigators suspect the operation extended beyond Madhya Pradesh and involved several companies operating in various states. Now the agencies are trying to reconstruct the entire financial trail and identify the individuals and entities involved.
Investigation Traces Alleged Business Network
According to the investigation, Agarwal was originally from a village in Madhya Pradesh’s Morena district and later moved to Indore with his father. Investigators are looking into his business activities and alleged financial dealings over several years.
He was originally involved in the Mumbai matka betting business before moving on to property business, police said. In 2009, he is alleged to have established Andwajet Trade Com. Investigators are looking into whether that company became part of a larger business structure that was used to raise funds from investors.
In 2012, Agarwal established another company, Option One Industries. The investigators also say that some other companies were later created under other names and were used to attract investors with promises of returns.
The allegations are still being investigated and the exact role of each company and individual needs to be established by documentary evidence and through the process of legal action.
The alleged network covered 17 states
One of the most important aspects of the case is its interstate reach. The investigators have identified about 10 companies that are allegedly involved in chit-fund and investment-related activities across Madhya Pradesh and 16 other states.
The geographical spread has made the investigation more complicated. Companies’ records, bank transactions, property documents and communications are being assessed to determine how the alleged network operated.
A central part of the investigation is money. Agencies are trying to determine where that money from investors came from and by which way it went, and whether it was used to buy properties or other assets.
ED Searches Yield Assets Worth More than ₹30 Crore
The Enforcement Directorate has also taken action in connection with the investigation. According to the information, the agency conducted searches between August 13 and 16 at premises belonging to Saga Group in Bhopal and Mumbai.
Investigators also seized cash, shares and jewellery valued at more than ₹30 crore in the searches, the newspaper reported. Assets and the alleged financial network are being investigated, the court said.
The seizure forms part of the larger investigation into the suspected flow of funds and assets associated with the companies under investigation.
Overseas Presence Creates Challenge
Investigators have alleged that Agarwal has citizenship in three countries: the United Arab Emirates and Saint Kitts and Nevis. His alleged presence outside India has made the process of securing his arrest more complicated.
The Madhya Pradesh Police is now examining the legal mechanisms available to bring him back to India. Any extradition effort would need to meet the procedures and requirements in the countries where it is taken.
The police are also investigating properties allegedly linked to Agarwal and people associated with him. These include land parcels around the Bhopal-Ayodhya bypass and Raisen-Bhopal Road, as well as farmhouses, residences and hotels in places like Indore, Jhansi, Lalitpur and Tikamgarh.
Other properties that are registered in names of people associated with Agarwal, like his driver, domestic employees and wife Preeti, are also being examined as part of the asset trail.
Money Trail a Key to Investigation
Former IPS officer and cybercrime expert Prof. Triveni Singh has stressed the need to follow the money trail in large financial fraud investigations. In cases involving multiple companies and bank accounts, investigators may need to look at transactions as well as company records, asset purchases, and relationships between individuals.
The authorities are looking for all companies to have money transferred into banks.
Investigators are also looking into agents and other people who may have operated in different states. The actual beneficiaries of the funds and how assets were acquired could be central to the broader case.
Extradition Could Become Crucial
The proposed extradition effort is a vital aspect of the investigation because questioning Agarwal could help authorities understand the alleged structure of the network. The people who are creating companies, taking money from them, bringing in money from them and owning the assets are all of the things investigators want to know.
But the allegations against Agarwal are under investigation and legal proceedings. The claims about the alleged ₹11,000 crore fraud, overseas citizenship, company operations and asset ownership will eventually have to be established through evidence and due legal process.
For now, Madhya Pradesh Police and central investigating agencies are focused on tracing the alleged financial network, securing information about the movement of funds and pursuing legal options to bring the alleged mastermind back to India.
The case might well become one of the largest financial fraud investigations in the region if investigators learn the true extent of the alleged activities. With multiple states, companies, bank accounts and properties under investigation, authorities are expected to keep looking at the financial trail as they search for and secure the return of Sameer Agarwal.
